To ensure energy and water suppliers operating in Queensland abide by relevant legislation, regulation and codes, and act in a manner which recognises the rights of all customers, all licensed energy suppliers in Queensland and water distributor-retailers in south east Queensland who supply small customers* with electricity, gas or water (listed below) must become members of the EWOQ scheme. This means that EWOQ can assist with unresolved customer complaints about these energy and water companies.

Local councils will continue to supply water for customers outside of south east Queensland.
Energy retailers
Energy retailers are the companies that bill consumers for their energy use. Types of issues you might want to contact your energy retailer about could include: payment, account and contract issues; disconnection; and conduct of their telemarketers/door-to-door sellers. *A small customer is one whose electricity consumption is under 100 megawatt hours per year, gas consumption under one terajoule per year, and all residential customers and any other customers in south east Queensland whose water consumption is under 100 kilolitres per year.
**Western Downs and Maranoa Regional Councils each hold a retailer authority that permits them to retail natural gas to customers within their distribution network area. Customers within these areas are currently excluded from retail competition and must contact their area retailer to arrange a natural gas supply.
